(ភ្នំពេញ) ៖ នៅព្រឹកថ្ងៃទី២៨ ខែកញ្ញា ឆ្នាំ២០២៣ ក្នុងនាមការិយាល័យសម្របសម្រួលគម្រោងពិពិធកម្មកសិកម្មកម្ពុជា (CASDP -PCO) លោក បណ្ឌិត សរ ចិត្រា បានដឹកនាំកិច្ចប្រជុំពិភាក្សាជាមួយក្រុមការងារធនាគារពិភពលោក ដឹកនាំដោយ លោក Paavo Eliste ទទួលបន្ទុកគ្រប់គ្រងការអនុវត្តកម្មវិធីកសិកម្ម និងស្បៀងប្រចាំតំបន់អាស៊ី និងប៉ាស៊ីភិក នៅទីស្តីការក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ដោយអញ្ជើញចូលរួមក្នុងកិច្ចប្រជុំនោះដែររួមមាន លោកស្រី ចំរើន មុទិតា ប្រធានគម្រោងពិពិធកម្មកសិកម្មកម្ពុជានៃធនាគារពិភពលោក លោក ចាន់ វីរៈ សហប្រធានគម្រោងពិពិធកម្មកសិកម្មកម្ពុជា លោក ហុក គឹមធួន ប្រធានគម្រោងពិពិធកម្មកសិកម្មកម្ពុជា និងថ្នាក់ដឹកនាំគម្រោងនៅតាមស្ថាប័នអន្តរក្រសួង (ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ក្រសួងអភិវឌ្ឍន៌ជនបទ ក្រសួងធនធានទឹក និងឧត្តុនិយម) មន្រ្តី និងទីប្រឹក្សាក្រុមការងារគម្រោង មានប្រមាណ២៥នាក់។
កិច្ចប្រជុំមានគោលបំណងស្វែងយល់ពីស្ថានភាពនៃការអភិវឌ្ឍន៍វិស័យកសិកម្មកម្ពុជា សកម្មភាពអាទិភាព និងបញ្ហាប្រឈមនានាពាក់ព័ន្ធវិស័យកសិកម្ម និងស្បៀង និងពិនិត្យថាតើធនាគារពិភពលោក ត្រូវបន្តគាំទ្រអ្វីខ្លះ ទៀត។
ក្នុងជំនួបនេះ លោកបណ្ឌិត សរ ចិត្រា បានសម្តែងនូវសេចក្តីរីករាយ និងស្វាគមន៍យ៉ាងកក់ក្តៅចំពោះដំណើរទស្សនកិច្ចរបស់លោក Paa Eliste និងក្រុមការងារ ជាពិសេសការគាំទ្ររបស់ធនាគារពិភពលោកលើរាល់ដំណើរការអនុវត្តគម្រោងពិពិធកម្មកសិកម្មកម្ពុជាកន្លងមក។ លោក បណ្ឌិតនាយកគម្រោង ក៏បានជម្រាបជូនគណៈប្រតិភូពីវឌ្ឍនភាពនៃការអនុវត្តគម្រោងពិពិធកម្មកសិកម្មកម្ពុជា និងទទួលយកបទពិសោធន៍ និងអានុសាសន៍មួយចំនួនសំដៅបន្តអនុវត្តគម្រោងឱ្យទទួលបានជោគជ័យ។
ក្រោយពីបានស្តាប់បទបង្ហាញរួចមក គណៈប្រតិភូធនាគារពិភពលោកបានវាយតម្លៃខ្ពស់ចំពោះលទ្ធផលដែលបានអនុវត្តកន្លងមក ហើយបានបញ្ចាក់ថាទោះបីជាវឌ្ឍនភាពគម្រោងមានភាពយឺតយ៉ាវបន្តិចក្តី ដោយសារកត្តាជំងឺកូវីដ-១៩ ម្យ៉ាងទៀតយន្នការអនុវត្តគម្រោង មានលក្ខណៈថ្មីសម្រាប់បរិបទកម្ពុជា តែគម្រោងនេះបានគិតគូរល្អិតល្អន់មានគោលដៅជួយផ្ទាល់ដល់សហគមន៍កសិកម្ម និងសហគ្រាសខ្នាតតូច និងមធ្យម លើការកសាងសមត្ថភាពក្នុងការរៀបចំផែនការនិងការគ្រប់គ្រងអាជីវកម្ម ផែនការលទ្ធកម្ម និងការតភ្ជាប់ទីផ្សារផលិតផលកសិកម្ម ព្រមទាំងបានគិតគូរដល់ការផ្តល់ហិរញ្ញប្បទាន និងការគាំទ្រហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់ និងការស្រោចស្រព សម្រាប់ផលិតកម្មរបស់សហគមន៌។ តំណាងធនាគារពិភពលោកបានសង្កត់ធ្ងន់ពីការអនុវត្តរបស់គម្រោងពិពិធកម្មកសិកម្មកម្ពុជាថា បានដើរលើផ្លូវត្រូវ ហើយក្រុមការងារធនាគារពិភពលោកមានជំនឿថាក្នុងពេលដ៌ខ្លីខាងមុខ គម្រោងនឹងអាចសម្រេចបានលទ្ធផលល្អ ហើយនឹងក្លាយជាគម្រោងគំរូសម្រាប់ចូលរួមចំណែកជួយដល់វិស័យកសិកម្មនៅកម្ពុជា។ សម្រាប់ព័ត៌មានបន្ថែម សូមចូលទៅកាន់គេហទំព័រគម្រោងពិពិធកម្មកសិកម្មកម្ពុជា តាមរយៈតំណរភ្ជាប់ដូចខាងក្រោម៖ https://casdp.maff.gov.kh/

On September 28, 2023, Dr. Sar Chetra, Director of the Cambodian Agricultural Sector Diversification Project (CASDP), led a meeting with the World Bank team led by Mr. Paavo Eliste, Practice Manager, Agriculture and Global Practice for East Asia and Pacific Region at the Ministry of Agriculture, Forestry and Fisheries. Also, about 25 participants presented at the meeting were Ms. Chamroeun Mudita, team leader of the World Bank’s CASDP, Mr. Chan Vireak, Co-team leader of WB-CASDP, Mr. Hok Kimthuon, CASDP Manager, representatives from IAs (Ministry of Economic and Finance, Ministry of Rural Development, and Ministry of Water Resources and Meteorology), officials, and consultants of about 25.
The meeting aims to discuss Cambodia’s development priorities and challenges in agriculture and food and hear the view of the CASDP management team on how the World Bank could continue to support the Cambodian Government.
In this meeting, Dr. Sar Chetra expressed his pleasure and warm welcome to the visit of Mr. Paa Eliste and his team, primarily to support the implementation of the project. Dr. Sar Chetra briefed the delegation on the progress of the performance of the Cambodian Agricultural Sector Diversification Project and highly appreciated some experiences shared by the WB team and recommendations for the successful implementation of the project.
After listening to the presentation, the World Bank delegation praised the results of the project implementation. He stated that although the project faced some challenges due to COVID-19, the project’s progress could have been faster. On the other hand, implementing the project is new to the Cambodian context. Still, this project has been carefully planned to benefit agricultural cooperatives and small and medium enterprises (SMEs), capacity building for cooperatives to develop agricultural diversification plans, procurement, market linkage, accessing matching grants, and irrigation systems for agricultural production. The World Bank Representative emphasized that implementing the Cambodian Agricultural Sector Diversification Project was on the right track for the agricultural sector in Cambodia. The WB team believes that with the team’s commitment, in a short time, the project will achieve its goals and become an agricultural diversification model for similar implementation elsewhere.
